If I was the Governor...

of any state i would recruit Wind energy companies or Solar power companies to move to my state and operate tax free in exchange for providing any homeowner with wholesale wind or solar residential systems. In addition, as governor, i would provide tax credit subsidies to all of these homeowners to essentially bring the cost to zero.

The result would be a statewide grid of green energy which would reduce the state's CO2 emissions and ultimately give the state a new revenue stream. This revenue stream would emanate from sales of off-peak energy to utilities in other parts of the country.

Not only does the math work, but when your kids ask you in 20 years what did you do to stop global warming, not only do you have an answer, but you can tell them you increased your state's bottom line allowing for more services to residents.
